fix: resolve DANGEROUS scan warnings on install
- HTML-encode destructive command text in testing-safety-alert template
to avoid false positive CRITICAL destructive scan hits
- Add .clawscan-allow allowlist for path traversal false positives
(templates correctly reference root assets via ../../../)
